So many proposed laws we are asked to vote on are more complex than they first appear.
I don't trust the news media, so always look for the information put out by the League of Women Voters where they try to describe both sides of a ballot issue. Maybe even that isn't totally balanced, but it usually gives me an idea of what to look for when I seek additional information.

No, I don't think 'he' ever will shut about it. That's okay, it's a rare occurrence, like a comet, so you can talk about it being on the way, talk about it while it's here, and endlessly talk about it after it's passed from view.
It's not worth jeopardizing your health, but as you say, there is the reality of needing to survive. Single people making a living don't always have the luxury of quitting because things are bad at work, as sad as that can be. Maybe you can look really hard for a replacement job and set a time goal - if you haven't found something by ____ (few months from now), and the workplace is still hostile, you'll go ahead and take the plunge. And meanwhile, see what overhead you can cut out of your life to save more money. Good luck, and keep us informed.
